I don't consider anyone that is on a payroll a professional by definition. Because they are not allowed to set their own fees, and most of the time their client and them are not free to choose.

For example, public school teachers most often cannot refuse to accept certain students, and likewise the students don't have a choice either. Additionally teachers do not have an opportunity to bargain for themselves or to charge individual fees based on their competence or worth. Teachers are no more professionals than the person that works in a job shop or on the line of an auto manufacturer. The public and the unions wants to keep it that way because they understand it and they are not interested in quality as much as they are costs. No, I am not a teacher.
